Under the direction of the Manager, the Intermediate System Administrator/CAD will support the CAD and all technology that is integrated with CAD that is used by GMR and partner Communications centers and field employees nationwide.


The Intermediate System Administrator/CAD is responsible for ensuring the proper technical operation of assigned Computer Aided Dispatch systems and integrations. The position performs work ranging from troubleshooting break/fix, daily operational maintenance, configuration and optimization and technical planning of current and future projects. This position is responsible for CAD software implementation, configuration, optimization and administration, CAD workstation integrations, internal integrations, external CAD-to-CAD interfaces, Windows, IOS and Android mobile applications. This position works in tandem with the Networking, Security, Server, Patching, Telecom, Radio, Mobile, Desktop and GIS teams to support the GMR CAD and Communications Center infrastructures. This System Administrator/CAD functions as a CAD system administrator, business analyst, technical lead, and liaison with internal and external customers and agencies and will understand the workflow and process requirements of these complex application systems.


Essential Duties and Responsibilities include the following.  Other duties may be assigned

  • Maintain day to day CAD system functionality
  • Troubleshoots software issues
  • Provides technical and application support to system end-user
  • Configure workstations to run Communications Center software applications
  • Perform/Lead failover process
  • Participate in UAT and CAD Software upgrades by preparing upgrade documents as necessary, testing, ensuring CAD functionality, and documenting any defects post upgrade
  • Creates, modifies and deletes CAD system end-user accounts following SOX and GMR security policies and procedures
  • Oversee deployment of CAD2CAD interfaces, Internal/External integrations and provide maintenance and support to ensure proper functionality
  • Maintains CAD for AVL/GPS connectivity and CAD Mobile data systems
  • Works in conjunction with the GIS team to ensure GIS data supports Centers’ needs and is updated as needed
  • Maintain all CAD tables and files to insure operating efficiencies and optimization
  • Project participation is required. Roles may include Subject Matter Expert or Support/Implementation specialist
  • Completes all time sheets in Service Now for Project task work
  • Complies with the documentation of work requests, incidents, changes, and problems in IT division ticketing system according to policies and adheres to service level agreements
  • This position is required to participate in on-call support 24-hours a day, 7 days a week. This position will also be required to cover other members of the team during scheduled and unscheduled PTO
  • Travel is required as necessary for projects, meetings or maintenance periods 

 Minimum Qualifications:

  •  3-5 years’ experience in the management of a CAD system OR in the management of a 9-1-1 public safety or non-emergency EMS call center environment preferably with technical projects or CAD
  • Experience with automatic vehicle location (AVL), Global Positioning Satellite (GPS) systems and Mobile data systems is required
  • Experience with Mobile data software and an understanding of wireless devices and infrastructure required
  • Basic knowledge of GIS for public safety is necessary. Basic understanding of Network infrastructure


Preferred Qualifications:

  • Previous experience with Windows Server
  • Previous experience with Android Mobile applications


Personnel Supervised:

  • System Administrator may indirectly supervise tasks of Technicians, Business Analysts, and Vendors on occasion
  • CAD System Administrator must often serve as a team leader working under direction from the IT Manager while directing the efforts of the department towards completion of specific objectives
